AFFIDAVIT OF EDWARD WALTERS
I, Edward Walters, hereby depose and state under pains and penalties of perjury:
1. I have personal knowledge of the facts sworn to herein and if called as a witness to testify thereto could do so of my own personal knowledge.
2. I was a member of the Church of Scientology for approximately nine (9) years from 1970 through March of 1979.
3. My position in the Church of Scientology was that of Case Supervisor, a Class VIII Auditor and I was generally considered one of the highest "tech" people, knowledgeable about Scientology policy in the U.S.,
I was also directly responsible for the handling of preclear folders.
4. While a member of the Church of Scientology, I had frequent contact with Susan Reed, the Assistant Guardian, Matty Reese, the Assistant Guardian Public Relations Officer, and Chuck Reese, Assistant Guardian of Intelligence. Susan Reed often told me to be aware of "evil" and "suppressive" groups and organizations which were out to stop Scientology. She said "evil groups were as I remember, the United States Government, the American Medical Association, the Better Business Bureau, doctors, lawyers, and police agencies of any kind. She stated that the Guardian's Office was responsible for stopping these attacks against Scientology by any means available including electronic surveillance, infiltration, burglary and theft. The above named Guardian's Office personnel would tell me of the "wins" that they would have in their covert operations to stop or destroy those groups' or individuals whom they considered to be suppressive. At this time Susan Reed introduced me to a fellow in her office and who told me his name was Randy.. Randy said he was an intelligence agent working directly under Mary Sue and L. Ron Hubbard, and that he worked on the most sensitive and most secret of all Scientology's covert operations. He also stated that there was a need to do away with "suppressives" and groups attacking Scientology in whatever way necessary, including burglary, larceny, and "framing". He informed me how the Guardian's Office technology worked. For instance, he said that the Guardian's Office would plant dope on some "SP", then call the police and have the fellow arrested. The Guardian's Office would circulate word of the fellow's arrest and whatever the fellow said about Scientology would not be believed. It was in this way that they framed some of the SP's. He then told me that if Susan Reed wanted me to contact him that I should call the Los Angeles Guardian's Office and ask for either "Randy", "Bruce", "Raymond" or "Bruce Raymond". He then told me I was not to reveal what he had told me or who he was to anyone and that grave consequences could result to me if I divulged any of this.
5. On several occasions I overheard phone conversations between the above named individuals and people in the United States Guardian's Office in Los Angeles with respect to illegal acts and covert operations requested to be done by the United States Guardian's Office in Los Angeles.
6. I know from my own personal experience that the Guardian's Office of each local 'Org' is controlled by and reports to the United States Guardian's Office in Los Angeles. The United States Guardian's Office in Los Angeles is operated by the Church of Scientology of California and is controlled by Mary Sue Hubbard and L. Ron Hubbard. I also know that there is a direct telex connection between the United States Guardian's Office and the Clearwater headquarters of the Church of Scientology and that this telex connection is used by the United States Guardian's Office to consult with Mary Sue and L. Ron Hubbard, of Clearwater, Florida. The United States Guardian's Office in Los Angeles consults on a periodic basis with officials in Clearwater, Florida but would always consult with them in matters of special importance to the Church of Scientology.
7. I know from my experience and observation that the Guardian's Office has systematically, through the years, used "pre-c!ear" data as a tool against a pre-clear who would threaten to go to authorities or see a lawyer to sue or get his money back. I observed Matty and Chuck Reese of the Las Vegas Guardian's Office do this for many years and at tires, the had told me how "westopped" or "we showed that lawyer what a client he really has and he backed off right away", etc.
8. While Case Supervisor in 1978 at the Celebrity Center Mission in Las Vegas, Bruce Hamilton of the Las Vegas Guardian's Office came to see me and asked me to go through my PC files and to provide him with any information which had been disclosed in auditing sessions which I thought would be helpful to control the person and would be "helpful to his cause". When I disagreed with these "gestapo type tatics" he told me that these orders came "directly from Los Angeles" or "this comes directly from Clearwater", and that if I didn't comply, it would be "treason".
9. On a number of occasions I had been requested by individuals in Clearwater, Florida to forward preclear folders to them or people who were undertaking auditing. In accordance with these requests I have sent a number of pre-clear folders to the Clearwater headquarters and have received written receipts for them. I have a number of these receipts in my custody at this time.
10. I was a member of the Las Vegas Org throughout the period that La Venda Van Schaick was a member of the Church of Scientology in Las Vegas. I have personal knowledge of the solicitation techniques used on new members ("raw meat"). I have personal knowledge of the "Church" policy throughout the period 1971-1979 both in Las Vegas and throughout the U.S. with regard to the Church's "religious front" and with regard to the making of representations to raw meat to induce them to pay money or to join the organization. In Las Vegas and throughout the U.S. it was "Church policy" between 1971 - 1979 to state to everyone that the Church of Scientology was a law-abiding organization that operated only on scientific principles based on scientific validation of thousands of case studies over a period of 30 years by L. Ron Hubbard, a nuclear physicist, a combat veteran, who healed war wounds with Dianetics. The scientific basis of Scientology, per policy, was held out to be more scientific than physics, etc.
The representations made to people such as La Venda Van Schaick were made orally, in writing in small advertising flyers such as "What is Scientology" and through the sale of books and publications such as "Dianetics, The Modern Science of Mental Health". I was trained and others in the Org, called "body-routers" and "registrars" were trained to tell people that Scientology was a "science" not a "religion" and that "Religion" was only used to deal with the Government, taxes etc.
11. It was common knowledge in the "Church" and it was "Church Policy" to use the "religious front" to deal with the Government, but to solicit new recruits and train members based on "scientific technology" devoid of religious significance or context. Representations made to induce people like La Venda Van Schaick to pay money and become members were uniformly made, per policy, in the context of "scientifically guaranteeing" them higher I.Q., cure of psychosomatic disease, increased educational and career opportunities, working with Hubbard, earning a salary, receiving courses and training, room and board, health care, etc. It was "Church policy" not to inject "religion" into the foregoing representations. It was common knowledge to everyone in Scientology that I dealt with between 1971-1979 in Las Vegas including Barbara Glass and Robert Harvey, that (1) religion was used as a "front"; (2) that courses and books were sold to "make money" based on specific promises or guarantees which had no religious context; and (3) that elaborate plans were used to create the impression with the Government that Scientology was a religion pursuant to a policy called "The Minister's Mock-Up", based on the "religious image check sheet". This policy required someone in the Church to wear a "minister's costume" whenever the Church dealt with the Government.
Between 1971-1979, I know of three instances where this was done: once when someone from the D.A. 's office came to the Org, once when a newspaper reporter came to the Org, and once when a magazine was preparing an article.
12. It is written "Church policy" to use the religious front for the Courts, the Government, lawyers, accountants, etc. In fact, the very effort presently made by Scientology lawyers in the Courts throughout the U.S. is based on Hubbard "tech" to present Scientology as a "religion". This is 180ø opposite to what in reality happens in the Org when Scientology is being "sold". If we tried to sell Scientology as a "religion" on the street or to members for more courses, we would have been laughed out of town, and wouldn't have received a nickel. There is no religious context to the sale of Scientolo~ courses and books. After the F.D.A decision in the early 1970's, we were told to start putting "stickers" in the books which had something to do with a "religious disclaimer". However, it was Church policy to tell everyone that the "stickers" were just for the Government and didn't change anything. Scientology "tech" was an exact science, to be sold as such and not as a "religion".
13. The Church of Scientology of California totally controls every Scientology corporation in the U.S. primarily through the Guardian's Office. All directors of the corporations must resign in advance, and all policies issued by California must be rigorously adhered to, including but not limited to the policy of using religion as a front, but soliciting people and money based on the scientific basis and principles of the organization.
14. The Church of Scientology has a very specific and deceptive policy of obtaining signatures on various forms, waivers, releases, etc. Often these forms are signed just before or after auditing sessions, and the individual is told that it is just for the Government, or the individual does not even know what he is signing, or numerous documents are placed in front of an individual and signed without being read. This was a common practice.

Affidavit of Ronald DeWolf a.k.a. L. Ron Hubbard junior
-----
UNITED STATES DISTRICT COURT FOR THE DISTRICT OF MASSACHUSETTS
LA VENDA VAN ) SCHAICK, et al ) ) ) CIVIL ACTION v. ) NO. ) 79-2491- ) CHURCH OF SCIENTOLOGY OF ) CALIFORNIA, et al, ) ) Defendants )
I, Ronald DeWolf, formerly L. Ron Hubbard, Jr., hereby do and state as follows under the penalties of perjury:
1. I have personal knowledge of the facts set forth in this affidavit.
2 .I am the oldest son of L. Ron Hubbard, having been born on May 7, 1934 in Encinatas, California.
3. Between 1949 and 1959 my father and I worked together on a regular basis in organizing, developing and promoting many organizations and corporations. which collectively became known as the Church of Scientology.
4. My father promoted the Church of Scientology with the sale of his books and publications based on his Various theories relating to the "science of mind" as the most "exact science" ever developed. He represented in writing in most of the Church publications that he possessed degrees from George Washington University, Princeton University, that he was a nuclear physicist, that he served four years in combat, was seriously wounded and healed his war wounds with his theories on the "science of the mind", which is the foundation of Scientology. Throughout the development years of Scientology and to the present date, the Church of Scientology has made the foregoing representations and most individuals who have joined the organization that I personally know, relied specifically on my father's represented qualifications and credentials. The stated representations are all false. He never obtained degrees from those universities, or ever served in combat. He was relieved of duty three times as being unfit, and ended up in a psychiatric hospital at the end of the war. He is a fraud and has always been a fraud.
5. My father's fraudulent conduct is exemplified in the structure of his corporations including the Church of Scientology of California. In connection with each and every corporation which we created under general heading of 'the Church of Scientology', my father always required all of the Directors and Officers of all corporations to give him undated signed resignations in advance which he held. In that manner, he always has retained complete control over every corporation including its bank accounts. In the early years, my father regularly emptied out these corporation bank accounts whenever the A.M.A., or a local district attorney, etc. posed a threat to one of his organizations.
A copy of express instructions on this point in my father's handwriting is enclosed.
6. My father represented orally and in writing that his theories relating to the "science of the mind" were based on 30 years of case studies conducted on a scientific basis by him as a nuclear physicist and scientist. Most people that I knew who paid money to my father's corporation to learn about this science also relied on the above stated representations in addition to my father's credentials. Similarly, the above stated representations are false. My father wrote his books off the top of his head based on his imagination. There were no case studies. He is not a nuclear physicist and flunked nearly all of his science related courses in high school and college.
7. My father obtained the rights to the E-meter in 1952 from Volney Mathison in the same manner that he does everything - through fraud and coercion. My father learned about the E-meter from Mathison who developed it and my father fraudulently extracted those rights from Mathison so that my father could use it in Scientology auditing.
8. My father has always used the confidential information extracted from people during auditing sessions to intimidate, threaten and coerce them to do what he wanted, which often meant getting them to give him money. My father routinely used false threats and auditing information particularly about crimes people had committed to extort money from them.
9. My father has always held out Scientology and auditing to be based purely on science and not on religious "belief" or faith. We regularly promised and distributed publications with "scientific guarantees". This was and has always been common practice. My father and I created a "religious front" only for tax purposes and legal protection from fraud claims. We almost always told nearly everyone that Scientology was really science, not a religion, but that the religious front was created to deal with the government.
10. My father's basic policies relating to "suppressive persons", "Fair Game", "attack the attacker", etc. have always been and will always be an integral part of Scientology. The organizational structure of Scientology and the theories of Scientology cannot operate and Scientology would not be Scientology without such policies. The entire basis of my father's "science" is the suppressive person theory, just as Nazism would not be Nazism without the theories of Aryan supremacy and anti-semitism. My father and I discussed the basic theories of dealing with suppressive persons, such as what eventually became designated as the "Fair Game Doctrine", on many occasions. These policies have never changed.

These excersises which are split into two parts form the very basics of Scientology. They are used in this exact same form in a variety of settings including their notorious 'Narconon' Drug Rehab facilities.
From the one size fits all "Success In Communication" course right through to the highest levels, many Scientology 'Course Packs' refer to these "Training Routines" (TR's) which must be undertaken along with other even more absurd tutorials to pass various tests. One such activity is Word Clearing, which is also part of the subtle brainwashing
Lower TRs
These TRs, numbered 0-4, emphasize Scientology's "cycle of communication."
OT TR-0 (Part 1): Operating Thetan Confronting
Two students sit facing each other with their eyes closed. The routine ends when both students can sit for an extended period without movement or drowsiness.
TR-0 (Part 2): Confronting
In the first exercise, a student and coach face each other with eyes open. The routine ends when the student can confront the coach for at least two hours without movement, excessive blinking, or loss of attention.
This mind numbing excersise usually causes halucinations, makes the student to more readily accept ridiculous orders and carry them out.
TR-0 (Part 3): Bullbait
The second exercise is the same, except that the coach tries to distract the student both verbally and physically. The coach says things to the student to try to provoke a reaction. The coach may say or do anything except leaving the chair. The student must be able to sit and watch the coach without getting distracted or reacting in any way. If he does, the coach flunks him and the TR starts over. The coach will attempt to find the student's "buttons" (things that cause a reaction). The stated purpose of this TR is to train the student to be there in a communication situation without getting distracted.
This excersise is clearly preparing the student for a situation where they can maintain silence during a police interview - despite the best efforts of the police.
TR-1: Dear Alice
The student reads several lines from Alice in Wonderland to the coach as if saying them himself. The coach either acknowledges the line or flunks the student according to whether the line is communicated clearly.
This excersise is being done to accustom the student to the Scientology practice of "Ack" wich is a Hubbard shortening of the word 'Acknowledge' - which becomes a command - to stop talking.
TR-2: Acknowledgements
The coach reads the student lines from Alice in Wonderland in a reversal of TR-1. The student must acknowledge each line so as to clearly end the cycle of communication.
This extension of the same routine is being taught so that a student learns how to stop someone from speaking further, This is particularly useful to Scientologists as they use this method to stop anyone telling them the truth about their new 'church'. It is an adult version of LaLaLa I'm Not Listening
TR-3: Duplicative question
The student repeatedly asks the coach, "Do birds fly?" or "Do fish swim?" If the coach answers the question, the student acknowledges the answer. If the coach says anything else, the student advises the coach that he will repeat the question, and then does so.
This particular routine can go on for many hours, by the end of which the student feels such relief that they have been able to complete the excersise they experience an emotional reward - for maintaing mental focus through such repeatitious and otherwise pointless task. They are being conditioned - there is only one acceptible answer and they will learn to obey and give that answer. This excersise and the next have particular bearing upon and prepares the student for another Scientology activity - "Auditing"
TR-4: Originations
The student repeatedly asks the coach a question as in TR-3. If the coach originates a statement unrelated to the question, the student handles the origination as needed and then continues the routine.
Originations - in Scientology terminology means anything that was not asked/demanded/commanded. A student must learn that the only answer they may give in a Scientology situation is the one being demanded - obedience brainwashing.
Upper Indoc TRs
These TRs, numbered 6-9, emphasize the student's ability to control people and situations.
TR-6: Body Control
The student moves the coach's body around a room. In the first half of the routine the student "steers" the (willing) coach by silent actions. In the second half, the student uses verbal commands such as "Walk over to that wall." Each successful verbal command must be acknowledged in a loud clear voice "Thank You!"
These "Upper Indoc(trination) TR's" is designed to reinforce Scientology's line on the student, that as Scientologists they are joining the controlling class. A fully trained Scientologist is led to believe that they have somehow evolved from Homo Sapien into a new species - "Homo Novis" (New Man)
TR-7: High School Indoc
This routine is similar to TR-6, except that the coach resists the student verbally and physically (unwilling). The student may use physical contact to enforce a command. The routine continues until the student can fully control the coach despite attempts to stop control.
TR-8: Tone 40 on an Object
The student repeatedly commands an ashtray to stand up and sit down, acknowledging each action. Although the student holds the ashtray throughout the exercise, the goal is to cause the ashtray to move purely by tone 40 intention.
Shouting at the ashtray is one of the more absurd Training Routines, however the student is actively encouraged to do this and sometimes group pressure / rewards are used to make a student take part in something so ridiculous. The real purpose of this however is to 'sell' the lie that with enough Scientology training -anyone can make the ashtray move by the power of their mind alone.
TR-9: Tone 40 on a Person
As in TR-6, the student moves the coach around a room with verbal commands. The coach resists, and the student must use a combination of smooth physical control and unspoken intention to make the coach obey. The routine continues until the student can maintain exact intention despite resistance. |

Based on a text by ex-Scientologist Roland Rashleigh-Berry.
"This is my personal opinion. I grant permission to anyone to reproduce this material"
This description has been tailored to people who have never been Scientologists and seek a simple and short explanation as to what it is and why it is surrounded by controversy."
The Church of Scientology is a vicious and dangerous cult that masquerades as a religion. Its purpose is to make money. It practices a variety of mind-control techniques on people lured into its midst to gain control over their money and their lives. Its aim is to take from them every penny that they have and can ever borrow and to also enslave them to further its wicked ends.
It was started in the 1950s by a science fiction writer named L. Ron Hubbard in fulfilment to his declared aim to start a religion to make money. It is an offshoot to a method of psychotherapy he concocted from various sources which he named "Dianetics". Dianetics is a form of regression therapy. It was then further expanded to appear more like a religion in order to enjoy tax benefits. He called it "Scientology".
Scientology is a confused concoction of crackpot, dangerously applied psychotherapy, oversimplified, idiotic and inapplicable rules and ideas and science-fiction drivel that is presented to its members (at the "advanced" levels) as profound spiritual truth.
The Harm Scientology Does to a Person
The results of applying their crackpot psychotherapy (called "auditing") is to weaken the mind. The mind goes from a rational state to an irrational one as the delusional contents of the subconscious mind are brought to the surface and are assumed to be valid. It also makes a person more susceptible to suggestion since it submerges the critical thinking faculties of the mind into a partial subconscious state.
It results in a permanent light hypnotic trance and so from thenceforth that person can be more easily controlled. The person will, to a much greater extent, believe and do whatever they are told. And of course this is used to the full in persuading them to hand over further money and dedicating themselves further to the cult.
The results of applying their oversimplified and inapplicable rules in life is to lose the ability to think rationally and logically. A person loses the ability to think for themselves and so they lose the ability to challenge incorrect ideas.
This makes them easier to control. Scientology isolates and alienates the person from society so that they withdraw from normal society and into their "Scientology" society and in that isolated state their susceptibility to the influence of their group is further increased.
They end up being afraid of society, believing all society to be controlled by a group of drug companies, psychiatrists and financiers all of whom report to more remote masters. In other words they are in a state of mass paranoia. They therefore avoid reading newspapers and the like since they fear it will disturb their safe Scientology world. It is a downward spiral into madness.
The science fiction content of Scientology is revealed to them after they have reached the state they call "Clear", meaning freed from the aberrations of the mind. However, perhaps "brainwashed" would be a more applicable word to describe the mental state of someone who has survived the near entire delusional contents of their subconscious mind brought to the surface and presented to them as "truth".
On the "advanced" levels (called OT levels) above the state of "Clear" they encounter the story of Xenu. Xenu was supposed to have gathered up all the overpopulation in this sector of the galaxy, brought them to Earth and then exterminated them using hydrogen bombs.
The souls of these murdered people are then supposed to infest the body of everyone. They are called "body thetans". On the advanced levels of Scientology a person "audits out" these body thetans telepathically by getting them to re-experience their being exterminated by hydrogen bombs.
So people on these levels assume all their bad thoughts and faulty memories are due to these body thetans infesting every part of their body and influencing them mentally. Many Scientologists go raving mad at this point if they have not done so already.
The "Ethics" Trap
On the surface the Church of Scientology seems reasonable. The insane content of it is only revealed to a person when the early stuff has done its work and made them more susceptible. After a short while a person "believes" that Scientology is doing them good. They are then persuaded to help their new-found group further by donating money and/or working for the organisation for almost no money. Many people do exactly that.
Ethics" is used to good effect to trap a person. A person's natural tendency to do good is worked upon. Yes - they want to be more ethical, but what is ethical? This is where a clever trick is pulled! "Ethics" is redefined by Scientology in such a way that to be ethical is to be a better Scientologist and obey the "church".
Young people, not yet made cynical through the machinations of life and politics, are very keen to contribute to the world and to be ethical. So the "ethics" trick works easily into persuading them to join the "church". Many of them join an elite group called the "Sea Org" where they become brainwashed slaves.
There they work a hundred hour week for almost no pay. There they are subject to every cruel whim of their masters. It is a living hell that they endure because of the conditioning they have received and this now perverted sense of ethics that they have accepted.
The "Sea Org" is the ultimate in brainwashed slavery. They are expected to work harder and harder to achieve ever higher targets of production. If they fail to meet their targets there are various penalties. One of them is to be put onto a diet of beans and rice and to miss sleep.
Another is to be sentenced to a period on the RPF (Rehabilitation Project Force). This is the equivalent to "hard labour". Such is the extent of their brainwashing that they actually write "success stories" when they complete their sentences. Brainwashing Bites Back
There is no doubt at all that L. Ron Hubbard incorporated brainwashing techniques into Scientology to put people under his control. He even wrote a "brainwashing manual" which is still in existence today. However there was a cruel twist in his scheme. He fell victim of it himself. In creating his devoted slaves, the Sea Org, he created an audience that believed every word he said. Now L. Ron Hubbard had an over-active imagination plus delusions of grandeur.
The negative feedback he would obtain by being part of normal society was replaced by the positive feedback from his devoted followers.
Through this his imagination got the better of him and combined with his delusions of grandeur, his thinking became increasingly bizarre - which, upon blind acceptance by his devotee's, led in turn to more bizarre thinking and they believed the idea that he and Scientology had the job of saving the entire universe
Hubbard wanted to take over the world in order to further Scientology's aims to save the universe and so branches of Scientology were set up to try to influence governments and gain positions where they could influence to world to a high degree.
So what started out as a mass confidence trick backed up with brainwashing became a monstrous and insane organisation with fantastic, fanatical ideals. Because of this change, the Church of Scientology survived the death of their founder. It is like a runaway monster machine that tramples on society and peoples lives that is very difficult to stop.
Stop the Monster
The whole machinery called the "Church of Scientology" needs to be jammed somehow so that more people do not get sucked in and the people already in it have a chance to get out. We must not forget the people already in this "church". Although they are the ones perpetrating this crime they are also the victims. They need our help as well.
The War on the Internet
The "War on the Internet" is the war between the Church of Scientology and Internet users who copy their documents and post them on the Internet.
The people who are copying their material and webbing it are using the huge accessibility of the world-wide web to get information out to people to warn them of the insanity and danger of this cult. They are doing it for the public good. The hope is that if they can get this information out to the public and make it broadly known then people will be forewarned and will not join the cult. If they can starve the cult of new members in this way then the whole organisation may collapse and then the existing members can be helped to return to society.
But of course the people within the cult believe only their own founders interpretation of things so they use every means they can to stop this. Usually the method they use is harassment through lengthy and expensive legal processes. Sometimes it is physical harassment. Sometimes worse!
The people who post and host the copyrighted and confidential works of Scientology are risking themselves to help warn the public about the dangers of Scientology. They have a strong sense of public duty and care for their fellow men. They are breaking copyright laws it is true but they are acting out of conscience and out of high human ideals. As they get broken down by legal or physical harassment more rise to take their place.
I hope this short piece of mine is a befitting and deserving introduction to these people, the "Warriors of the Internet".

Staff was very friendly with me as a student and pc, as long as I kept forking over the dough for services and "fund raisers."
I joined staff at an org and the attitude of other staff toward me got a little less than friendly.
I joined the Sea Org and put up with alot of crap from staff and LRH's policy because I thought I was helping myself and my fellow man.
I found out I was helping no one and hurting myself. I got out I began surfing the net and found many of my doubts and suspicions about the CO$ were very well founded.
I had been lied to and deceived by the CO$ in order to gain my trust, my money, my loyalty, and dedication to a lost and evil cause.
Now I am dedicated to voice my experiences and opinions of the cult of $cientology. - Bobby

As mentioned in nemerous judgements on the subject, Scientology collects data during "Auditing" (confessional) sessions. Scientology says that the data is kept highly secure, for use only by a member's own auditor - when it is well known that they use these deeply held secrets against persons wishing to leave the group, in the form of blackmail.
While it was known for some time that members of Scientology's Sea Organisation were subjected to intense scutiny, with computerised records - the message below indicates that the same techniques have been used in the control of Public (fee paying) Scientologists.

This is a message to all Sea Org and $cientology staff members - most of whom will not know this information about the corporation they're working for.
I am a former high-level Sea Org member. I was at the "Int Base" or "Gold" for 10 years and a Scientologist for over 20 years. The info I'm about to pass on to you is legit and something that I'm sure OSA and RTC would NOT want you to know about.
All staff members know that their Ethics Dept. keeps an "ethics file" for each staff member. This file contains and accumulates reports written by other staff members for things such as policy violations, "out-ethics" activities - really anything that another would consider to be "out ethics" to the group. It also contains O/W write ups and session reports auditors are required to write up and send to a person's ethics file in certain cases.
Ethics files are used as a "tool" by an Ethics Officer or executive to help spot the "SPs" or "PTSes" within the organization who are stopping the lines and blocking the "flows". A "fat" file means you've either got an SP or PTS on the line and there are various ways an EO or exec goes about sorting this person out.
Most staff members know the above info as it is contained in basic ethics policies written by Hubbard. Public Scientologists also know that an ethics file is kept on themselves by their local Ethics Dept. which is used in the same way as above. Another file kept for every Scientologist is a PC folder or Pre-Clear folder. This folder is labled as "Priest Penitent" and is only to be accessed by Scientology Ministers or authorized personnel such as a Case Supervisor or your auditor. Which is a complete falsehood and you'll see why later in this message.
This folder contains the reports and worksheets from every auditing session or confessional a person has ever had. This information is supposed to be confidential and held in confidence. The ONLY instance where an auditor is supposed to report to Ethics something from an auditing session, is if the staff member or public was intentionally withholding something from Ethics and "getting it off" in session to avoid ethics handling or discipline.
Last but not least is the "Personel File". This file contains basic personnel info such as tests and other write ups used to qualify staff members for certain positions in the organization. It also contains a person's "Life History" write-up. This write up is done by the staff member when being hired and contains every drug you've ever taken and how many times, every close friend and relative you have with contact info, every sexual experience you've ever had (in full detail) including masturbation, etc... When you're done with this write-up, anyone who reads it will know pretty much everything about your life and some.
Now, I'll move on to the main reason for this message. A few years ago, I was on an RTC mission to input staff member information into a computer data base. With this data base you can type in any staff member's name and pull up their information instantly. First we went through every person's Personnel file and typed in their entire Life History write up, their recent test scores, and any other pertinent info required in the data base.
We then had to go through every ethics file and for each report enter in what the report was about, who it was from and a summary of what the report was about i.e. "Knowledge Report from Staff Member A: Reports that Joe Blow was not doing his job and instead was smoking a cigarette during post time, being idle." We also had to type in every O/W write up - at least the "important" things from each write up. Things like "I should have taken a shower today but didn't" were left out of course. So, you can imagine how much information from the ethics files were entered.
Now here's the killer, all the PC folders were gone through in the same manner!
It was mainly the confessionals and sec checks that were inspected, but it was done and you can only imagine how "off policy" and "out tech" that is. The said purpose of this data base was to be a tool for executives and HCO personnel to see if staff members were qualified for certain "posts" or jobs in the organization. That's just not true because nobody needs to know your PC folder info for post qualifications!
When we were given the order from RTC to go through the PC folders, I remember thinking that something wasn't right about it, but as a staff member, you know you're not to question ANYTHING that RTC orders. RTC are the GODS of Scientology and if its from RTC you just better do it, no questions asked. "They must have a really good reason for this."
This data base was only available at Int and middle Management, but was supposed to be exported to every HCO around the world. I don't know if that ever happened as I left before I ever knew. After the mission completed, I went back to my post in HCO. I still had access to the data base and would log in on occasion being curious about any changes being made or any other added functions. And lo and behold, public information was now being added in the same way. You could also look up who had been declared PTS or SP and read any information entered on the individual.
Imagine if Hitler had had this tool at his disposal... Possibly Dan Garvin from his experience in INCOMM can shed more light on this as well.
Sincerely,
S.O.X
